While the full employee contribution (default 12% of basic salary) goes to PF, a part of employer contribution (default 12% of basic salary) goes to pension fund (EPS) capped at Rs.15000 annually. After EPS contribution, any excess amount in employer contribution is routed to PF. If the employer PF contribution is 12% of basic salary, then out of that 8.33% (roughly 69.42% of contribution) goes to EPS and the remaining 3.67% goes to PF.
